Who we are and what we do

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview

The Division of TennCare is seeking TEDS Performance Analyst to work in the Compliance and Policy Group within Member Services. This position will report directly to the Eligibility Policy Administrator. In general, the Performance Analyst on this team will be responsible for developing, reviewing, maintaining, and improving TEDS Business Process documents. The performance analyst will verify and correct TEDS process documents in TEDS. This position will ensure Member Services staff are informed timely of system updates, outages, changes in eligibility policy and process, and other Member Services Communications. The performance analyst will be responsible for the creation and implementation of all TEDS Engagement communications.

Key Responsibilities


  • The Performance Analyst will recommend, develop, and implement targeted solutions to improve employees' use of TennCare's Eligibility Determination System (TEDS).
  • Develop, review, maintain, and identify improvements needed for TEDS business processes.
  • Liaison with interagency divisions and technical support groups to ensure TEDS business process documents meet business needs.
  • Research and create new content for Online Help, collaborating with subject matter experts.
  • Collaborate with technical support groups ensuring Online Help is accurate and updated timely.
  • Remain current in knowledge of TennCare eligibility and TEDS.
  • Review available data and proactively collaborate on solutions for identified employee challenges.
  • Follow the writing standards and style guides established by the State and Eligibility Policy Engagement.
  • Create and provide accurate and concise communications for Member Services staff.


Minimum Qualifications

Education and Experience: Bachelor's degree and 3+ years of full-time professional staff administrative experience or related work

  • Excellent organizational skills, including the ability to prioritize, multi-task, and manage workload to meet specific timeframes and deadlines
  • Advanced research skills, including the ability to locate and analyze documents and integrate information from multiple sources

  • Ability to foster and maintain cohesive working relationships
  • Ability to interpret and execute policies and procedures
  • Ability to exercise sound judgment

  • Willingness to support and foster the team's culture
  • Graduation from an accredited college or university with a master's degree in business administration, management, public health or health policy and one of the following:
    • Four (4) to six (6) years of experience within TennCare
    • Four (4) to six (6) years of experience within a Medicaid, managed care or healthcare organization.



  • Experience in process improvement efforts and managing small projects
